Director Division 1: GARRY BRYANT (Appointed September 2011) - MWD Representative

Mr. Bryant retired as a  Principal Project Controls Specialist with the Metropolitan Water District of Southern California (MWD) in the Project Controls Engineering Group in 2023.  Mr. Bryant was initially hired as a consultant to MWD for the Engineering Division Budget Office.  Before taking a position with MWD, he served as the Facilities Business Manager at California State University, Los Angeles.

 

Mr. Bryant was appointed to the Foothill Municipal Water District Board of Directors in September 2011 to fill a vacancy created by the resignation of Director Robert Gomperz.   He has served as a director on the Las Flores Mutual Water Company Board for over two decades.

 

Mr. Bryant is a graduate of the University of Southern California and holds a BA in Political Science/Economics as well as a Masters of Public Administration.

 

COMMITTEE ASSIGNMENTS: Engineering and O&M (Chair), Personnel

DIRECTOR DIVISION 2: JOHN VRSALOVICH (Appointed July 2023)

Mr. Vrsalovich brings over 30 years of water industry experience to the Foothill Board.  He is employed at Metropolitan Water District of Southern California as Manager of the Construction Contracts group.  His breadth of experience includes construction contract development and

administration, construction claims management, project management, energy resource management, civil engineering design, facility planning, and environmental planning.  Mr. Vrsalovich is also Secretary/Treasurer of Rubio Cañon Land and Water Association and has been on the Board for nearly 20 years. 

 

Mr. Vrsalovich graduated from California State University at Long Beach with a Bachelor of Science in Civil Engineering and has a Master of Science in Civil Engineering from the University of California at Los Angeles.  Mr. Vrsalovich and his family have lived in Altadena, CA since 2000.

 

COMMITTEE ASSIGNMENTS

DIRECTOR DIVISION 3: LADRENA DANSBY (Appointed January 2005) - Board President

Ms. Dansby is a registered Civil Engineer appointed to the Foothill Municipal Water District Board of Directors in 2004.  Ms. Dansby's experience in engineering includes design, project management, and construction management services on both public and private projects.  Her career incorporates engineering design and construction of new facilities, rehabilitation and retrofit projects, utility upgrades and relocations, and community outreach.  Ms. Dansby's directorship affords her the opportunity to utilize her professional experience, education, and knowledge of the local environment to make a difference in the Foothill community.

 

COMMITTEE ASSIGNMENTS: Engineering and O&M, Finance

DIRECTOR DIVISION 4: LAURA OLHASSO (Appointed February 2026)

Mrs. Olhasso is the former Mayor and City Councilmember of the City of La Cañada Flintridge. Prior to being elected to office, she was a member of the City's Planning, Public Works, and Traffic Commissions. In addition, she was a Director of the LA County Sanitation District and president of the California Contract Cities Association. She has served the community for many years as a member of the Board of Directors of the YMCA of the Foothills, Descanso Gardens, the LCF Community Center, and the LCF Educational Foundation. She is a Les Tupper Award winner and was named La Cañadan of the Year.


Olhasso recently retired after twenty years as a government affairs consultant, helping her clients achieve their goals at the local, state, and federal levels. She was appointed to this seat in 2026 to fill the vacancy created by the retirement of Richard Atwater.

 

COMMITTEE ASSIGNMENTS: Water Resources

DIRECTOR DIVISION 5: FRANK COLCORD (Appointed December 2018)

Mr. Colcord is in his second term on the board of directors of Foothill Municipal Water District. He is a retired Sr. Environmental Specialist with a focus on regulatory compliance with state and federal climate and air quality laws at large industrial facilities. He has also worked as an exploration geophysicist and business systems developer in the petroleum industry. Mr. Colcord is a long time community volunteer in the Crescenta Valley, currently with the Arroyos & Foothills Conservancy and Neighborhood UU Church.
 
Mr. Colcord is a graduate of the Florida Institute of Technology and holds a Bachelor of Science degree in Oceanography from FIT’s School of Marine & Environmental Technology. He and his wife have lived and raised two daughters in La Crescenta, CA since 1984.
